Achmea Real Estate Expands Residential Portfolio With Major Investment in The Hague’s Central Innovation District

(IN BRIEF) Achmea Real Estate has acquired 517 homes and around 1,580 m² of commercial and community space in The Hague’s SoZa project on behalf of PME Pensioenfonds. The homes are being purchased from developer and builder VORM as part of the redevelopment of the former Ministry of Social Affairs site on Anna van Hannoverstraat. The acquisition includes 114 student homes, 135 mid-range rental homes and 268 private-sector rental homes across three buildings. The wider SoZa project will create a new urban district with nearly 1,200 homes, offices and amenities in The Hague’s Central Innovation District, next to Den Haag Laan van NOI station. The project is expected to help address housing demand in The Hague while supporting PME Pensioenfonds with a stable long-term investment. The first phase will also include 251 social housing units, and the homes acquired by Achmea Real Estate are scheduled for completion in 2030.

(PRESS RELEASE) ZEIST, 16-Jul-2026 — /EuropaWire/ — Achmea Real Estate has acquired 517 homes and approximately 1,580 m² of commercial and community space in the SoZa project in The Hague on behalf of PME Pensioenfonds.

The homes have been purchased from property developer and builder VORM and form part of the redevelopment of the former Ministry of Social Affairs site on Anna van Hannoverstraat.

The location will be transformed into a new urban district with nearly 1,200 homes, offices and amenities. The site is located in The Hague’s Central Innovation District, directly next to Den Haag Laan van NOI station.

The acquisition covers three buildings comprising 114 student homes, 135 mid-range rental homes and 268 private-sector rental homes. The project is expected to increase the supply of housing for different target groups in The Hague.

With this purchase, Achmea Real Estate’s total investment volume on behalf of its clients this year has risen to more than €500 million. Earlier investments include the residential projects Hibi in Amsterdam and Boogie Wood in The Hague.

Boris van der Gijp, Co-Chair of Achmea Real Estate, described the acquisition as unique, noting that SoZa is one of the largest inner-city regeneration sites in the Netherlands and is located in an area closely connected to the history of The Hague.

“The project combines affordable housing, student accommodation and private-sector rental properties in an easily accessible location,” said Van der Gijp.

He added that the investment on behalf of PME Pensioenfonds creates an attractive investment opportunity while also helping address the housing shortage in the region.

Marcel Andringa, Managing Director at PME, said the investment adds a significant number of homes to the pension fund’s portfolio.

“SoZa provides housing for various target groups in an area where there is high demand for residential accommodation,” said Andringa.

He added that the investment supports housing needs in the Netherlands while generating a stable long-term return for PME’s participants.

Hans Meurs, Chief Executive Officer of VORM, said strong market participants must take responsibility at a time when the need for housing is so high.

He said Achmea Real Estate’s investment in SoZa demonstrates confidence in the location and the partnership.

During the first phase of the project, VORM is also building 251 social housing units in addition to the 517 homes acquired by Achmea Real Estate. VORM expects to reach an agreement for these social homes with a housing association in The Hague this summer.

The zoning plan for SoZa has recently been finalised. With the site now delivered, the existing building will be demolished to allow construction of the first phase to begin.

The homes are scheduled for completion in 2030.
