ABL Secures Marine Warranty Survey Role for Papua New Guinea’s First Offshore Floating Facility

(IN BRIEF) ABL has secured an agreement with Oil Search (PNG) Limited, a subsidiary of Santos Ltd, to provide marine warranty survey services for a new floating storage and offloading facility offshore Papua New Guinea. The FSO will be deployed at the Kumul Marine Terminal as part of the Kutubu Pipeline System and will be Papua New Guinea’s first offshore floating facility. It will store and offload liquid hydrocarbons, including crude oil and condensate, while associated gas is fed into the PNG LNG Project. ABL’s scope covers international and offshore activities, including pipe load-out in India, equipment load-out in Indonesia, flexible riser load-out in the UK, and approvals for pipelaying, mooring installation, FSO hook-up and riser pull-in in Papua New Guinea. The project will be led by ABL’s Australian operation and is expected to run through 2028.

Under the contract, ABL will deliver marine warranty survey services in Papua New Guinea and at several international locations. The work will support the supply, transportation, installation, pre-commissioning and commissioning of critical project equipment.

The new FSO will be Papua New Guinea’s first offshore floating facility. It will be deployed at the Kumul Marine Terminal as part of the Kutubu Pipeline System.

The facility will play an important role in the storage and offloading of liquid hydrocarbons, including crude oil and condensate produced from various fields. Associated gas from the operations will be fed into the PNG LNG Project.

Sujith Mathew, Engineering Manager at ABL in Australia, said the project represents an important milestone for Papua New Guinea.

He added that ABL will apply decades of specialised marine warranty survey experience to help oversee the safe transportation and installation of the FSO mooring, pipelines and other essential subsea infrastructure.

ABL’s scope includes overseeing pipe load-out operations in India, the load-out of coated pipe, spools and pipeline-end manifolds at Batam, Indonesia, and flexible riser load-out in Newcastle, United Kingdom.

In Papua New Guinea, ABL will approve pipelaying operations, the installation of pipeline-end manifolds, the FSO mooring installation, the hook-up of the FSO to its mooring system and the flexible riser pull-in.

The company will also provide yard attendance in Indonesia.

Tim Field Dodgson, Principal Marine Engineer at ABL’s Australian operation, said the marine warranty survey role is essential for ensuring that marine operations are carried out safely and in accordance with applicable regulations and industry standards.

He said the work also helps ensure that the right level of risk mitigation is in place, particularly for high-value and complex marine operations such as the project offshore Papua New Guinea.

ABL’s Australian operation will lead the project, supported by the company’s offices in India, Indonesia, Malaysia, Singapore and the United Kingdom.

The scope of work is expected to continue through to 2028.
