Repsol to build €300 million Cartagena electrolyzer producing 15,000 tonnes of renewable hydrogen annually

(PRESS RELEASE) MADRID, 30-Sep-2025 — /EuropaWire/ — Repsol has taken a decisive step in its energy transition strategy by approving the construction of a 100 MW electrolyzer at its Cartagena industrial complex in southeastern Spain. Developed in partnership with Enagás Renovable, which holds a 25% stake, the project represents an investment of more than €300 million and will mark Repsol’s first major electrolyzer facility.

Expected to be operational by 2029, the plant will have the capacity to produce 15,000 tonnes of renewable hydrogen annually, displacing conventional hydrogen in Repsol’s production processes and cutting up to 167,000 tonnes of CO₂ emissions per year. This reduction is equivalent to two-thirds of the emissions from Spain’s entire fleet of pure electric vehicles in 2024.

The initiative has been designated by the European Commission and the Spanish government as a Project of Common European Interest (IPCEI), underlining its strategic importance. To support the development, the Spanish Institute for the Diversification and Saving of Energy (IDAE) will provide €155 million in funding.

Construction of the electrolyzer is expected to generate around 900 jobs across direct, indirect, and induced roles during the project phases. The facility is also positioned as a cornerstone of the Hydrogen Valley of the Region of Murcia, a regional hub focused on building a competitive hydrogen ecosystem that meets both industrial and future network integration needs. Over time, the hydrogen produced could also be injected into the natural gas grid and contribute to the planned Spanish Hydrogen Backbone.

Repsol currently leads hydrogen production and consumption in Spain, responsible for around 60% of national production and approximately 4% of Europe’s hydrogen consumption, with a capacity of 360,000 tonnes annually across its industrial sites. The Cartagena electrolyzer underscores its ambition to replace fossil-based hydrogen with renewable alternatives, reinforcing its role as a key player in Europe’s hydrogen economy.

Enagás Renovable, a specialist in renewable gases and decarbonization solutions, is contributing its expertise to the joint venture. The company currently manages a portfolio of 20 renewable hydrogen and biomethane projects across Spain.
