Kapsch TrafficCom to deliver and operate advanced tolling system for Melbourne’s North East Link Tollway

(IN BRIEF) Kapsch TrafficCom has been awarded the contract to deliver and operate the tolling infrastructure for Melbourne’s North East Link Tollway, part of Victoria’s AUD 90 billion Big Build program. The project will connect the M80 Ring Road to the Eastern Freeway via 6.5 km of tunnels, reducing travel times by up to 35 minutes and removing around 15,000 trucks from local roads daily. The barrier-free tolling system will feature advanced vehicle detection and number plate recognition technology, with delivery due by 2028 and a 10-year operations phase through 2038. EVP APAC Daniel Vazquez highlighted the project’s role in reducing congestion and improving road safety.

(PRESS RELEASE) VIENNA, 8-Aug-2025 — /EuropaWire/ — Kapsch TrafficCom has been selected by the State Tolling Corporation (STC) to design, deliver, and operate the tolling infrastructure for the North East Link (NEL) Tollway in Melbourne, Victoria. Scheduled for completion in 2028, the project will introduce a state-of-the-art, barrier-free tolling system and marks one of the largest infrastructure undertakings in Melbourne’s northeast.

The NEL Tollway, a central part of Victoria’s AUD 90 billion Big Build program, will connect the M80 Ring Road to the Eastern Freeway via 6.5 kilometers of tunnels. It is expected to cut travel times by up to 35 minutes, remove as many as 15,000 trucks from local roads each day, and improve both air quality and safety for surrounding communities. Once operational, the tollway is anticipated to carry over 135,000 vehicles daily, making it one of Australia’s busiest roads.

“This award is a testament to the expertise of our team combined with the strength of our global technology,” said Daniel Vazquez, EVP APAC at Kapsch TrafficCom. “The tolling system will significantly reduce congestion, enhance safety, and improve the overall driving experience for millions of Victorians.”

The barrier-free tolling system will feature multiple toll points across three zones, spanning both tunnel and open road sections. It will incorporate over 80 sensors across 27 lanes and eight gantries, with advanced hardware and software for precise vehicle detection, tracking, classification, and automatic number plate recognition. These capabilities will ensure seamless toll collection and optimal traffic flow.

Signed on May 28, 2025, the agreement covers delivery of the tolling system from mid-2025 to 2028, followed by a 10-year operations and maintenance phase through 2038. Kapsch TrafficCom’s proven track record in Australia—through major projects like NorthConnex, WestConnex, and the West Gate Tunnel—provides STC with a reliable, globally experienced partner for this critical infrastructure investment.
